The Leschenault Leisure Centre (LLC) is the premier sporting and aquatic centre in the Shire of Harvey and a leading South West sporting facility.
The LLC Expansion project will allow the centre to maintain this position and provide crucial sporting facilities for one of Western Australia’s fastest growing communities.
Project Update June 2026
The LLC Court Expansion project has re-commenced with a review of the final design and value engineering process. While we are awaiting the signing of the funding provided by the election commitment, there are activities occurring in the background.
Shire staff have attended stakeholder sessions with both the Leschenault Netball Association and the Australind Basketball Association to reaffirm their top priorities in the court expansion project, and to communicate re-scoping of the project that is required to meet the constraints of funding availability and rising construction costs.
The Shire is committed to delivering a resilient, community-focused facility through strong collaboration with stakeholders ensuring responsible investment of public funds while prioritising functionality, safety, sustainability, and long-term value for the Shire of Harvey community.
The project is scheduled to commence construction in late 2026.
Background
The LLC indoor courts, specifically Courts 3 and 4, were constructed in 2000 and are now showing clear signs of age and deterioration. The playing surfaces are damaged, and the building structure has degraded over time. Additionally, poor ventilation within the hall creates excessive heat and condensation, resulting in potentially unsafe and slippery playing conditions.
The Shire has completed an extensive consultation process, needs and feasibility studies and developed concept plans and is working closely with users of the facility to refine the design.
There is extensive support from a number of State Sporting Associations to hold regional competitions and significant sporting events, and an immediate and urgent demand from community and clubs for places to play.
Project feasibility
This project is part of the WA Government’s PlayOn WA, an exciting initiative to deliver 2,030 community infrastructure items across WA by 2030.
Secured funding contributions currently total $23,500,000, as outlined below:
- State Government (Planning and Design): $3,000,000
- State Government (Construction Contribution): $15,500,000
- Shire of Harvey: $5,000,000
To align the project scope with the available funding, targeted cost reductions will be achieved through value engineering, scope refinement, and prioritisation of essential project components.
