Harvey Bulls Football Club Changerooms Upgrade

Project overview

The Shire of Harvey, in partnership with the Harvey Bulls Football Club, has successfully secured co-funding contributions to upgrade the existing changeroom facilities within the historic Arthur Marshall Grandstand at the Harvey Recreation Ground.

This proposal meets contemporary standards of amenity, accessibility, and inclusivity, is guided by the AFL Facility Guideline Standards, and represents a respectful addition that complements the aesthetic value of the original grandstand.

The project was identified through a Needs Assessment endorsed by the Council in December 2020. The report identified that the existing facilities fall below acceptable standards and are rated ‘poor’ by the WA Football Commission (WAFC). The proposed upgrades were also identified as a high priority for the community through the Shire’s Sports and Recreation Plan 2033.

Funding

The budget for this project is: $553,000 and has been made possible by the generous contributions of the following funding partnerships:

  • State government – new acknowledgement Play On WA 2030 
  • Shire of Harvey
  • Alcoa Harvey Sustainability Fund
  • Harvey Bull Football Club
  • WA Football Commission. 

Strategic Alignment 

The project aligns with the Shire of Harvey Council Plan 2025-2035, Objective 2: Facilitate healthy and active communities. 

‘Recreation and Leisure - To promote active, healthy, and inclusive lifestyles by providing high-quality recreation, leisure, and cultural facilities and programs. The Shire of Harvey delivers these services through the Leschenault Leisure Centre (LLC), the Harvey Recreation and Cultural Centre (HRCC), Dr Peter Topham Memorial Swimming Pool and a network of community sporting grounds and recreation spaces that support lifelong wellbeing and social connection’ , and

Shire of Harvey Sports and Recreation Strategy 2033  as a Priority Project with High importance in the Harvey community under, ‘Upgrade of Harvey Bulls Football Club change rooms’.

Timeline

  • This project is currently open to Public Tenders and closes on 2 October 2025.
  • A Recommendation will be presented to Council for determination at the Ordinary Council Meeting to be held on 28 October 2025.
  • Demolition of the existing building additions and site preparation will commence in November 2025.
  • The successful contractor will commence works on-site in December 2025.   
  • This project is expected to be completed by mid-2026.
