Project overview
Ridley Place is a focal point for the Australind Community, where our community hub of shopping centre, library and businesses meets the sparkling waters of the Leschenault Estuary.
Local and tourists alike visit the Ridley Place Foreshore every day for views across the peninsula, walking, running, cycling, or relaxing with the kids at Karragarup Play Space. It is home to two accessible boat ramp jetties and a car park.
In August 2014, Council endorsed a Ridley Place Foreshore Master Plan, a living document to guide upgrades and redevelopment of the area, with the ultimate goal of the development of a café or restaurant on the waterfront.
Since 2014, progress on the masterplan has included the following:
Timeline
Stage 1 (2015 to 2017)
- Construction of two new finger jetties
- Upgrade of the existing boat ramp
- Reconfiguration and upgrade of the southern car park and construction of the northern car park.
Stage 2 (2018/19)
- Upgrade of Old Coast Road to provide a safe crossing point into the reserve including improved streetscape
Stage 3 (2019-20)
- Installation of Karragarup Play Space.
- Planning/Investigation for Kiosk/Toilet/Restaurant facility
- Development of updated Master Plan
Stage 4 (2022-24)
- Development of updated Master Plan
- Community consultation and stakeholder meetings
- Development of a Coastal Hazard Risk Mapping and Adaptation Plan (CHRMAP) for the site
- Submitted a Business Case to the Minister for Planning Lands and Heritage for development of a café/restaurant

Next Steps
At the September 2025 Ordinary Council Meeting, Council voted to progress the following items related to the development of the café at Ridley Place:
- Note the update report on the Ridley Place Foreshore Redevelopment project and future stages.
- Authorise an expenditure allocation of $40,000 in the Ridley Place Foreshore Development budget account 112310 to fund the survey for the Ridley Place Cafe / Restaurant lease area and detailed site works design and costings.
- Deal with the reallocation of funds for account 112310 as part of its 2025–2026 Budget Review.
- Authorise the Chief Executive Officer to undertake initial consultation and market research with the commercial sector and local businesses to gauge the level of interest in operating a Cafe / Restaurant on the subject site.
- Note that Shire Officers will explore opportunities to acquire additional funding for provision of the necessary siteworks and potential design and construction of the Cafe / Restaurant building.
Shire staff are currently working to implement Council’s decision.
