All construction of buildings on land within the Shire is subject to compliance with the “Building Regulations 1989”. Prior to the commencement of any earthworks, construction, alterations or additions, the person causing the works to be carried out must lodge an application for a building licence, have paid the appropriate fee and have been issued with a building licence. The term “building” includes a fence, mast, antenna, retaining or freestanding wall, swimming pools, carport, pergola, garage, shed, dwelling, office, shop, factory, warehouse, public building and the like. However, please note that a building licence is only required for a fence if it exceeds 1.2 metres in height from natural ground level, within 3 metres of the front boundary of a lot. Whilst Council is reluctant to take action against its ratepayers, offences against the Building Regulations 1989 will not be condoned. Top A Disability Service Planning Committee of Council was established in June, 1995, comprising Shire President, Chief Executive Officer, Librarian and Principal Building Surveyor, who are professionals with knowledge of disability issues, to oversee the development, implementation, review and evaluation of a Disability Service Plan for the Shire of Harvey. The purpose of disability plans is to ensure that people with disabilities, their families, and carers, can gain access to mainstream services provided by public authorities, including both State and Local Governments in Western Australia. The Shire of Harvey has adopted a disability service plan to ensure that people with disabilities can access Council facilities, functions and services. It is subject to annual review and may be amended and extended as priorities and needs change. The plan includes: information on Council functions, facilities and services (both in-house and contracted); policy statements about Council’s commitment to addressing the issue of access for people with disabilities, their families and carers; a description of the process used to consult with people with disabilities, their families, carers, disability organisations and relevant community groups; the identification of objectives and strategies to overcome barriers that people with disabilities identified during the consultation process; dates and the identification of the persons responsible for the proposed strategies; and a method about how the plan is being communicated to Staff and people with disabilities.
An objective of the plan is to be flexible in addressing concerns raised by people with disabilities, their families and carers in gaining access to mainstream services provided by the Shire of Harvey. In addition, your comments are sought, as feedback from the community is paramount in addressing issues in relation to Council’s Disability Service planning. Top The installation of hard wired smoke alarms in all new residential buildings within Western Australia is now mandatory. This requirement extends to additions to existing residential buildings but not to existing buildings. In the interest of your safety, Council urges all of its home owners to install hardwired smoke alarms in their residence and to adopt the 1st of April as the day to replace backup batteries. Top State Government legislation requires Council to ensure that private swimming pools and spas located within the Shire are protected in order to reduce danger risks to unsupervised children. As a result, Council Staff randomly inspect all pools and spas within the Shire to ensure pools are protected to the required standard. For all new swimming pools and spas, installation legisltation requires that a compliant barrier be erected to isolate the swimming pool and spa from the residence.
